Last week, the European Roma Rights Centre (ERRC) sent a letter to the Hungarian Government and parliamentary committees expressing concern about proposed provisions of the new Constitution that foresee an end to the autonomy of the Parliamentary Commissioner for National and Ethnic Minorities (Minorities Ombudsman) and the other Ombudsmen tasked with protection of constitutional rights. The ERRC raised concern about the negative impact of the proposed Constitutional changes on minority groups in Hungary.

In its letter, the ERRC called on the Hungarian Government and the Parliament to ensure that the new Constitution protects, promotes and implements the rights of minorities, including freedom from all forms of discrimination, as well as cultural autonomy, minority education and minority representation. To this end, ERRC urged the Hungarian government to maintain the Office of the Minorities Ombudsman as an autonomous institution accountable to the Parliament, guaranteeing this office the opportunity to conduct its independent and proactive work on behalf of national and ethnic minorities in Hungary.

Az Európai Roma Jogok Központja (ERRC) múlt héten levélben fordult a Magyar Kormányhoz és a parlamenti bizottságokhoz az új alkotmány tervezetének azon javaslatai miatt, amelyek alapján a Nemzeti és Etnikai Kisebbségi Jogok Országgyűlési Biztosa (Kisebbségi Ombudsman) és a további alkotmányos jogok védelmével megbízott országgyűlési biztosok autonóm működése megszűnne, és helyettük egyetlen országgyűlési biztos lenne felelős az összes vonatkozó területért, munkáját pedig helyettes ombudsmanok segítenék. Az ERRC szintén aggodalmát fejezte ki az alkotmánytervezet azon rendelkezései kapcsán, amelyek a magyarországi kisebbségeket kedvezőtlenül érintik.

Az ERRC a kormányhoz és a parlamenti bizottságokhoz megküldött levelében felhívta a Magyar Kormányt és az Országgyűlést, hogy biztosítsa : az új Alkotmány megóvja, elősegíti és érvényesíti a kisebbségi jogokat, ideértve a diszkrimináció minden formájától való mentességet, a kulturális autonómiát, a kisebbségi oktatást és a kisebbségek hatékony képviseletét. Ennek érdekében arra kérte a Magyar Kormányt, hogy autonóm, az Országgyűlésnek felelős intézményként tartsa fenn a Kisebbségi Ombudsman hivatalát, egyúttal pedig garantálja, hogy a hivatalnak lehetősége legyen független és proaktív tevékenységet végezni a magyarországi kisebbségek érdekében.
